NTA Observer Registration

The Ministry of Education (MoE), Government of India (GoI) has established the National Testing Agency (NTA) as an independent, autonomous, and self-sustained premier testing organization under the Societies Registration Act (1860) for conducting efficient, transparent, and international standardized tests in order to assess the competency of candidates for admission to premier higher education institutions with a mission to improve equity and quality in education by developing and administering research-based valid, reliable, efficient, transparent, fair and international level assessments.

The National Testing Agency (NTA) is a specialized organization responsible for administering standardized entrance exams for educational institutions. The NTA operates as an implementation body, ensuring a secure, efficient, and transparent examination process.

We are collecting a pool of serving and retired government officers as well as other categories of officers for conducting examinations for the National Testing Agency transparently and smoothly.

Observers have a dual role in the NTA test administration process. On one side, they assist Site Supervisor, Invigilators, and other officials in conducting a fair and smooth examination; on the other side they certify that the examination practices have been followed as per the NTA Guidelines. Observers need to ensure that provisions for PWD candidates are being followed as per norms.

Observers are NTA representatives entrusted with the responsibility to monitor all aspects of the conduct of examination and ensure that the examinations are conducted in a punctual fair and transparent manner at the examination Centre, thus enhancing the general credibility of the NTA examination system.

Observers need to carefully read the Information Bulletin and other Guidelines related to the examination. Observers need to be present at the Mock Drill which is normally held a day or two by the delivering agency. They need to participate in the briefing convened by Centre Head for Invigilators, security persons/volunteers and all concerned staff about the important instructions, do’s and don’ts of the conduct of the Examination, including, Candidates’ entry and frisking plan (both for male and female), Admit Card verification through bar code reader and Identity proof verification, ensure that Prohibited items are not carried in, Invigilation norms are followed, Registration processes are undertaken (Only photograph, thumb impression), and De-mapping and Re-mapping of students, etc.

While the examination is in process, Observers would inspect the Examination Centre and halls/ rooms following social distancing norms and safety measures, observe and verify that the seating arrangement is as per norms, comfortable for candidates, and rules out the possibility of any malpractice, Frisking through HHMD, and identity verification of candidates are being done as per the NTA norms. They need to ensure that female candidates are frisked at the entry point inside enclosure, with sensitivity and care, Frisking staff should be oriented about the gender/religious/socio-cultural sensitivity issues associated with frisking and must be instructed to respect diversity and not hurt sentiments, but strictly follow security norms. Observers must ensure no candidate or any person at the Centre is engaged in any kind of Unfair Means or Malpractice related to the examination, and Candidates are guided appropriately to drop Admit Card, undertaking and Rough Sheets in the designated boxes.

Besides observing server connectivity and setting (s) in Control/ Server Room Observers need to observe/certify that Server Activation and Question paper downloading is done with due diligence and as per confidentiality norms. The observers must observe, verify and validate the documents compiled by the Centre Head/ TCA after each shift such as Details of Persons/Invigilators on Examination Duty, No Relation Certificate, Sample Attendance Sheet, Consolidated Attendance-Cum-Absentee Statement, De-mapping and Re-mapping of Candidate from Allotted Seat to Other seat, Certificate of Conduct of Examination, Declaration from Candidate (Undertaking), Declaration from Non-Aadhaar Candidate, Certificate regarding physical limitation in an examinee to write, Letter of Undertaking for Using Own Scribe.

Observers appointed for a particular examination are issued an Appointment Letter and a valid Identity Card. They are also paid an honorarium for duty days as per NTA norms.

Observers must carry their duty letter, a valid govt. ID proof, and 2 photographs to perform duty at the Centre.
